Consumer Financial Services

Arthur handles consumer finance and regulatory matters relating to residential mortgage lending, electronic records and signatures, private student loans and credit cards for banks, mortgage companies, loan program administrators and marketers and finance companies. Arthur's practice involves advising those clients on how to create and manage multi-state consumer lending programs.

Arthur speaks regularly to industry groups on topics such as education finance, predatory lending and electronic issues. He is a frequent speaker at meetings and on conference calls sponsored by the National Council of Higher Education Loan Programs, Inc. He spoke at the Student Loan Servicing Association’s Private Loan Meetings from 2003 through 2010 and at the McGlinchey Stafford/CompliSource Annual Conference from 2001 through 2009. Arthur spoke on predatory lending issues at the 2005 Ohio Mortgage Banker Association’s Annual meeting. He was also on the faculty of the First National Banker’s Bank 2006 Compliance School. He also frequently visits clients to provide on-site training on a wide range of consumer credit compliance issues.

Education Loans

Arthur represents education loan program marketers and administrators in connection with licensing compliance, the negotiation of loan program agreements and general consumer credit compliance matters.

Electronic Contracting

Arthur has helped numerous clients develop the documentation and procedures to create and execute consumer credit contracts on-line. Such clients range from a national health club operator to education loan program sponsors.

Multi-State Document Drafting and Preparation

Arthur has developed and maintained multi-state consumer credit programs for such clients as a national franchisor of buy-here, pay-here used car dealerships, a start-up national mortgage lender offering a full suite of mortgage products and a student loan program group that both markets the program and holds the loan portfolio.
